The City of Cupertino’s Climate Action Plan 2.0 is designed to be a blueprint of our community’s response to the challenges posed by climate change, recognizing our responsibility as an emissions generator and as a guardian of our locality and all of its members. The City of Cupertino’s Climate Action Plan 2.0 is designed to be a blueprint of our community’s response to the challenges posed by climate change, recognizing our responsibility as an emissions generator and as a guardian of our locality and all of its members. We need you, the citizens of Cupertino, to help us form the blueprint!

What is a climate action plan?

At its basic level, climate action planning seeks to identify emissions reduction strategies that are informed by the goals, values, and priorities of our community. Cupertino has 5 Climate Action Plan objectives:

  • Demonstrate environmental leadership
  • Save money and promote green jobs
  • Comply with the letter and spirit of state environmental initiatives
  • Promote sustainable development
  • Support regional climate change efforts

Why is it important?

Climate Action Plan helps us to prioritize and monitor the progress we make as a City to a better, healthier, world. Climate action helps to:

  • Create a healthier environment
  • Improve human health
  • Create economic opportunities
  • Help families thrive

How you can get involved and help develop climate action in Cupertino

  1. Take the Survey below to provide direct feedback
    • This survey will be a valuable form of communication to let us know what you are thinking. The third CAP 2.0 survey is now available for anyone to take. This survey will be open from April 19 to May 13.
  2. Attend Workshops and City Meetings listed under Key Dates
    • We will have 3 public workshops planned as part of this update process:
      • Workshop 1 will provide you with a baseline understanding of our climate action in Cupertino, we will gather ideas, hear your priorities, and concerns. This workshop was held on July 29 at 5:30 p.m.
      • Workshop 2 is dedicated on collaborative planning. We plan to dive into the measures and actions that could be included. This workshop is scheduled for October 11 at 5:30 p.m.
      • Workshop 3 is a time to give feedback on the draft CAP update and help plan for implementation. Look for us in the community at the following places:
        • Cupertino Earth Day Festival - April 23, from 11-3
        • Cupertino Library
        • Cupertino Senior Center
        • De Anza College Campus
        • and more!

    • We will send you periodic updates throughout the process, alert you about upcoming workshops, and provide you with surveys where you can give direct feedback.

  • Climate Action Plan 2.0 Draft now available

    Over the past year and half, you have provided us with your ideas, concerns, priorities, and suggestions on climate change and solutions to help mitigate and adapt to that changing climate.

    The Climate Action Plan 2.0 (CAP 2.0) draft has taken those thoughts and created a roadmap to help Cupertino achieve carbon neutrality by 2040. CAP 2.0 contains actions to reduce dependence on fossil fuels, incentives to take alternative methods of transportation, educate and encourage a zero-waste lifestyle, methods to conserve water, and preparations to adapt to changing climate risks.

  • Public Workshop #2 - Register Now to join October 11

    Help us create a more sustainable Cupertino by attending the virtual workshop on October 11 from 5:30 to 7:00 p.m.

    During this workshop, we will provide an overview of the City’s Climate Action Plan 2.0, our forecasted future greenhouse gas emissions, and proposed measures to reduce our greenhouse gas emissions. Then, we will open the floor for you to give your feedback and ideas. We will touch on different sectors, such as energy consumption, renewable energy, transportation, natural habitat, waste and consumption, and community resilience.

    This workshop is a space for you to ask your questions and share your creative ideas to fight the climate battle in our community. We will provide closed captioning, translation, or other accessibility services by request to ensure we have an inclusive space.

    This will be the second of the three public workshops led by Cupertino’s Sustainability Division to help inform the Climate Action Plan 2.0. The community plan hopes to focus on equity, innovation, urgency, and adaptation as it moves to net zero energy by 2040.

    Thank you to everyone who shared their opinion by taking the first Climate Action Plan 2.0 Survey. We received over 100 survey responses from the Cupertino community.

    If you missed the first survey, don't worry there are still opportunities to provide your feedback. The second public survey is now available. This survey focuses on actions and measures that we could add to the CAP 2.0.

    Your opinion is a valuable part in shaping this community document. We could not stand up to climate change without each member of the community doing their part.

  • Recent Climate Progress

    • The first Cupertino Climate Action Plan (CAP) was adopted by City Council in 2014.

    • The City has initiated or completed 79% of the Near-Term measures from the 2014 CAP.

    • Annual emissions in Cupertino have reduced by 24% in 2018 compared to 2010.

    • The biggest reductions have been the result of purchasing clean electricity from Silicon Valley Clean Energy, and also the increasing adoption of fuel-efficient and electric vehicles.

    • In November 2020, the Sustainability Commission recommended a vision statements and draft goals for guiding the CAP update process.

    • In December 2020, the City Council held a study session to consider this vision statements and a draft goals for the next Climate Action Plan (CAP). The Council gave direction that the CAP should work towards the following set of targets.

    VISION STATEMENTS

    Equity:

    Activate and celebrate the multiracial character of Cupertino. Take every effort to include traditionally under-represented voices and those who might be displaced by climate hazards in the planning and selection of strategies, as well as business, faith groups, neighborhoods, and schools. Create a plan that reflects the diversity of the city and sets us on a path towards a more welcoming and inclusive City.

    Innovation:

    Develop measures in short-term and long-term action plans that position Cupertino as a leader in climate innovation and technological development, new ways of working and studying, and commit to educating the City on innovative strategies at least once a year.

    Urgency and Flexibility:

    Establish a frequent cadence of updates to the near-term action plans, with the aim to both focus community resources and stay flexible in a fast-moving world. Work with haste commensurate with the Climate Emergency Declaration that Council adopted in 2018 and the unprecedented opportunity that climate and waste plans present to our community by taking bold steps in the early planning horizon.

    Resilience and Adaptation:

    Establish climate adaptation measures such as green infrastructure and protecting biodiversity that keeps Cupertino residents and businesses safe, productive, and happy while climate risks accelerate.


    GOALS

    • Achieve community-wide carbon neutrality no later than the year 2040
    • Achieve negative net carbon emissions after the year 2045
    • Achieve carbon neutrality in city-owned facilities and operations no later than the year 2030
    • Establish a mid-term 2030 carbon emissions target of 50% below a 2010 baseline
    • Establish a Zero Waste Community target date of 2035


    These statements and goals are in draft form while the City Staff and consultants perform the technical analysis in creating the specific actions and roadmap. The final targets and strategies must also align with California environmental law and our regional partners like the Bay Area Air Quality Management District (BAAQMD).
