Upcoming Events

The City of Cupertino received a letter from the State of California Department of Housing and Community Development (HCD) on April 10, 2024, stating that the Draft Housing Element meets the statutory requirements of State Housing Element Law. The City will be found in substantial compliance once the necessary rezones are completed. The letter is available for review on the City's website at engagecupertino.org/public-documents.

    The revised Third Draft Housing Element was available for review and public comment. The revised 2023-2031 Draft Housing Element addressed informal comments received from the State of California Department of Housing and Community Development (HCD) on the Third Draft.

    The Third Draft Housing Element was available for review and public comment. The revised 2023-2031 Draft Housing Element addressed comments received on the revised Second Draft from the State of California Department of Housing and Community Development (HCD) in December 2023.

    The City resubmitted the Third Draft Housing Element to HCD for review on Friday, February 23.

    On Tuesday, July 25 at 5:00 p.m., the Cupertino City Council held a study session on the Housing Element update. Please see the meeting details and materials here. The meeting recordings are below.

    The study session provided background on the Housing Element, the City’s progress so far, a sites inventory strategy, housing policies, and the next steps leading to the completion of the project.

    On Tuesday, April 18 the City hosted a community meeting on the preparation of a Subsequent Environmental Impact Report (SEIR) for the City of Cupertino General Plan 2040 and associated Zoning Code Amendments. Updates to the General Plan 2040 are required to bring the Housing Element and the Health and Safety Element into compliance with State law. Subsequent updates to the Land Use and Community Character, Mobility Elements and Zoning Code are also required as a result of updates to the Housing Element.

    The Unheard Voices of Cupertino: Community Meeting for Cupertino Workers and House-Rich Residents

    On September 26, we heard from people directly impacted by the housing crisis who work in Cupertino but cannot afford to live here and people who own a home, yet are low-income. The meeting featured a panel of individuals who shared their experiences, and breakout groups that engaged participants in a dialogue.

    The Housing Element Strategic Advisory Committee met on Friday, September 16 from 1 p.m. to 3 p.m. to discuss a report from staff and EMC Planning Group regarding: 1) The upcoming September 26, 2022 Community Meeting; 2) Results of the online Housing Survey; 3) Summaries of the May 23 and July 25, 2022 Community meetings.     This new committee was established by the City Council during the March 8 City Council meeting to provide guidance on plans for public outreach and community engagement strategies for the Housing Element Update.

    Housing Element Update: City of Cupertino Sites Inventory List

    Moore moved and Wei seconded to approve the housing inventory site list as modified with Council’s input and adding the property located at 21801 Stevens Creek Boulevard as a Tier 2 site for study:

    Map A - North Vallco Park

    • No changes

    Map B - Vallco Shopping District/Simeon Property only

    • No changes

    Map C - North Blaney/Mini-storage and adjacent single-family residence

    • Remove single-family lot due to negative owner response (Wei; Chao; Paul; Willey; Moore).
    • Set densities ranging from 30 du/ac to 40 du/ac up against the sound wall for 1.76 acre site (average 35 du/ac) (Moore; Paul; Willey; Chao; Wei)

    Map D - South Blaney

    • Increase density for site 11a (Tintin Market and adjacent strip mall) from 20 du/ac to 30 du/ac (Paul; Chao; Moore; Wei).
    • Increase 11b (Former Taco Bell and adjacent residential lots) from 30 du/ac to 50 du/ac (Chao; Moore; Wei; Paul).

    Map E- HOC East

    • Remove sites 18a (United Furniture) from inventory (Chao; Moore; Willey)
    • Remove site 18b (gas station) (Wei; Chao; Moore)
    • Move office sites 18c (HSBC Bank and others) and 18d (Keller Williams) from Tier 2 to Tier 1 due to owner interest (Chao; Moore; Paul; Wei).
    • Reduce density for sites 18c and 18d from 50 du/ac to 35 du/ac (Willey; Paul; Wei; Chao)

    Map F- HOC Central

    • Site 16b (Coconut Café) Change density to 30 du/ac and move to Tier 1 (Moore; Paul; Wei; Willey)
    • Site 16c (Sun Design) owner interest. Change density to 30 du/ac and move to Tier 1 (Moore; Paul; Wei; Willey; Chao)

    Map G-HOC Crossroads

    • Move site 15a (Lei Garden Restaurant), site 15b (Mr. Sun Tea) from Tier 2 to Tier 1 at 30 du/ac (Moore; Paul; Chao; Willey)
    • Retain site 15c (Fontana’s) as a Tier 2 site (Chao; Willey; Wei; Paul; Moore)
